Automatic Wire Cutter Arduino

From what i have read the best way to feed the wire for a specified length is using a stepper motor.

I dont understand mechanically how the stepper motor will feed the wire though. Load to arduino uno open a serial comm window it will ask for a length in inches desired quantity and if you are ready.
